[추모] 한국 탈시설 운동의 귀감이었던 로버트 마틴 위원을 깊이 추모합니다

 

로버트 마틴 유엔 장애인권리위원의 별세 소식을 전하며, 깊은 애도를 표합니다. 

 

로버트 마틴 위원은 뉴질랜드 장애 인권 운동가이자 유엔 장애인권리위원회 최초의 발달장애인 위원으로서, 전 세계 장애인 권리를 위한 국제 규범과 정책을 개발하고 옹호하는 데 중요한 역할을 하였습니다. 

 

뉴질랜드 피플퍼스트 평생 회원으로 활동해 온 마틴 위원은 특히 발달장애인의 권리 증진을 위한 활동에 투신해왔습니다. 특히 탈시설, 장애인 자립생활 권리 실현을 위한 활동에 앞장섰습니다. 이러한 공로를 인정하여 뉴질랜드 정부는 2020년 로버트 마틴 위원에게 기사작위를 수여하기도 했습니다. (로버트 마틴 위원 인터뷰 기사 보기: https://www.beminor.com/news/articleView.html?idxno=10968) 

 

한국 피플퍼스트가 출범한 이듬해인 2017년에는 한국에 직접 방문해 자신의 시설 거주 경험을 바탕으로 시설폐쇄의 시급성과 발달장애인의 정보접근권과 의사표현 확대의 중요성을 강조했습니다(관련기사: https://www.welfarenews.net/news/articleView.html?idxno=61373). 이는 한국의 탈시설 운동 뿐 아니라, 장애인의 권리 실현 과정에서의 당사자 참여를 확장시키는데 큰 귀감이 되었습니다. 

 

장애인 권리를 위한 로버트 마틴의 끝없는 열정과 헌신을 기억하며, 그가 남긴 귀중한 가치들이 앞으로도 지속되고 확장될 수 있도록 한국장애포럼도 계속해서 활동을 이어가겠습니다.

 

 

[In Memoriam] Deeply saddened by the passing of Committee Member Sir Robert Martin, a paragon of the deinstitutionalization movement in South Korea

 

We are deeply saddened to learn of the passing of UN CRPD Committee Member Sir Robert Martin. 

 

As a New Zealand disability rights activist and the first Committee Member with a learning disability on the UN Committee on the Rights of Persons with Disabilities, he played a key role in developing and advocating for international norms and policies for the rights of persons with disabilities around the world. 

 

As a member of People First New Zealand, he dedicated his whole life to protecting the rights of persons with learning disabilities. He was a leading figure in the deinstitutionalization movement and advocated for the realization of the right of persons with disabilities to live independently. In recognition of his contributions, the New Zealand government awarded him a knighthood in 2020(Read the interview here: https://www.beminor.com/news/articleView.html?idxno=10968).   

 

In 2017, the year after People First Korea was launched, he travelled to South Korea to share his experiences living in institutions and emphasize the urgency of deinstitutionalization and the importance of expanding access to information and voice for people with developmental disabilities (see: https://www.welfarenews.net/news/articleView.html?idxno=61373). This was an inspiration not only for the deinstitutionalization movement in Korea, but also for expanding the participation of people with disabilities in the process of realizing their rights. 

 

In honor of Sir Robert Martin's endless passion and dedication to disability rights, the Korean Disability Forum will continue to work to ensure that the invaluable values he left behind will continue and expand in the future.
